State Project Right-Sized to Preserve $73.5M in Federal Funding

The Florida Child Support Enforcement (CSE) program, administered by the Florida Department of Revenue (FDOR), is charged with the responsibility of administering the Title IV-D program to help ensure that children are supported by both parents. In order to achieve Florida’s vision to reduce costs, improve quality of services, and increase benefits to the families of Florida, FDOR had to modernize its end-to-end information management system with state of the art technology, known as CSE Automated Management System (CAMS). A successful system implementation would allow FDOR to become one of the nation’s top child support programs.

After completion of Phase 1 of the CAMS implementation, FDOR recognized the lack of appropriate project management processes. There was also a lack of effective project controls, such as change control, risk management, and issues resolution, which led to significant cost and schedule overruns. FDOR recognized the need to establish a Project Management Office (PMO) within the CAMS project team that would ultimately improve the overall project management capability for the initiative. FDOR chose North Highland as a consulting partner to lead this important project.

The team established a PMO that supported the right balance between structure and flexibility and was specifically tailored to the needs of the organization. As a result, North Highland was able to help FDOR secure the federal funding it needed to continue with the project. Three years later, North Highland was able to step in again to remediate multiple IV&V findings concerning the schedule, and was able to get the CAMS project back on track. Throughout this multi-year initiative, North Highland was able to preserve $73.5 million in funding for FDOR.
